In a Jan. 28 email to all faculty and staff, President Prabhas Moghe announced a reorganization of his senior leadership team, consolidating oversight of daily campus operations under a newly-created “chief of operations” and the appointment of a new chief of staff. The shift marks the second major change to UTD leadership since Moghe took office.
Last fall, Moghe announced Provost Inga Musselman will be replaced at the conclusion of a search for the next provost. These new changes, effective Feb. 16, centralize administrative control over key student services — including dining, parking and facilities — under soon-to-be-former vice president and chief of staff Rafael Martin, who will retain his title as VP while assuming the new operations role.
According to the email, Martin will no longer serve as chief of staff and his new portfolio will include Dining Services, the University Bookstore and Parking and Transportation. Moghe said Martin would also be focusing on maintenance UTD had previously deferred.
For students, the reorganization means a single senior administrator now holds direct responsibility for the day-to-day functions of campus dining, transportation and facilities maintenance — core services that directly impact student life. Students will have Martin as a core point of contact for all these areas come Feb. 16.
The announcement comes as UTD faces ongoing uncertainty over shared university governance, with the abolition of the Academic Senate last semester and its interim replacement last week.
Vice President of Strategic Initiatives Brian Ten Eyck will now serve as chief of staff. Ten Eyck will be responsible for coordinating the senior leadership team and “driving cross-functional initiatives,” according to the email.
The reshuffle also coincides with the pending retirement of Calvin Jamison, vice president for facilities and economic development. Jamison will serve as a special adviser until his retirement later this semester. His former department, the Office of Economic Development, will be absorbed into the Office of the President.
In Wednesday’s email, President Moghе framed the changes as advancing “strategic goals of collective excellence and impact” and ensuring “alignment between strategic vision and operational execution.”
